It's not a throwaway line. Jiraiya and Orochimaru are debating over whether Naruto will ever amount to anything. Jiraiya agrees that Naruto is talentless but he is also willing to endure hardships in order to become strong. It's a pretty significant detail about the main character.
A throwaway line would be that one panel of Kakashi wondering if Lee really is a genius, which people keep treating as concrete evidence that Lee was talented all along, even though the series continues to treat him like a hard worker afterwards.

In a week, Naruto perfected the Rasengan, something that Minato, Jiraya, and Kakashi were all incapable of doing, even though every single one of them is also a prodigy.

In a week, Naruto learned and perfected Sage Mode, a feat that Minato and Jiraya were both incapable of doing.

By the final arc, Naruto was casually making new jutsu on the fly. He would raise his hand, form a Rasengan, and then casually mix it with a new element to create new Rasengan variants, which again, is freakishly hard to do, because Minato, Jiraya, and Kakashi couldn't do this with literal years of training.

It's a combination of inspiring others and becoming strong through unity. It's present elsewhere too. Hinata was inspired by Naruto's ability to never give up and fell for him, becoming one of his greatest supporters. Konohamaru is another Konoha Shinobi whom Naruto inspired and went from prankster spoiled village leader's grandkid to a Rasengan slinger who could take down a Pain path and later trained his son. Shadow Clones are the epitome of doing more as a group than a single person can. Naruto was always muh friendship inspiring people and uniting to achieve greater goals than what can be done alone. This was all before that Six Sages' son Asura who was explicitly said to have gotten success through the help of others.

Naruto had loads of help and teachers. He didn’t invent the shadow clones, he stole that scroll. He didn’t invent the Rasengan, Minato did and Jiraya was taught him. Wind Element? That was Asuma giving pointers and Yamato/Kakashi teaching him about using more shadow clones for training. Much of Naruto’s hard work was guided and directed. If he only had hard work, he’d be running full speed with no idea where he’s heading.

He also partially mastered the Rasengan as a kid which is one of the hardest jutsu from a chakra control standpoint and went on to complete it by applying chakra nature to it while still in his teens which is something no one else managed to do. He's also one of only 3 people to have fully mastered Senjutsu and been able to actually utilize it in combat, once again, still in his teens.

Thus why Karin was secretly studying this technique all along and awakened it there. It wasn't due to genetics, it was because she was genetically imprinted with it and achieved it even though the uzumaki clan is canonically scattered and she wouldn't easily know how to use it, not to mention orochimaru never using it even if it's useful.

Sorry anon, but Naruto brute-forced it and was heavily inefficient. He succeeded because he had reserves and not because he was skillful. It was forbidden because unskilled people using it could prove dangerous to themselves via burning out quickly. Ebisu's told Naruto he sucked at control but gets by on having raw power from the fox. It's not nobody can do, it's doing is deadly for most.

But he spent most of the time needing to use clones for additional hands to help because he sucked at it. He found a shortcut. The rasengan itself wasn't so hard, he successfully taught it to Konohamaru, Kakashi could do it but failed to infuse with lightning so he dropped it and he didn't need clones, etc. It took late part 2 for naruto to finally learn to one-hand a rasengan without chakra arms or clones helping.

Reminder that the Rasengan was made by Minato for Kushina, an Uzumaki Jinchuriki. It was created to work with her high chakra levels and be feasibly taught to a sheltered kunoichi who isn't even allowed to go outside.

It's also because Kurama was screwing him. Minato tweaked the seal to slowly seep energy into Naruto to make him better but in the meantime, it was erratic and too much to handle. His control could've theoretically been amazing but he was given too much to chew too early. It was a real slow burn, long-term investment that could've blown up but didn't.

It was Jiraya's advice that Part 1 Naruto should be less about efficiency and control but more about raw power for now. Summoning Jutsu needs lots of chakra but is minimal control for how much it needs. I assume he taught Naruto control or tried to then got that chest scar from Naruto going 4 tails.
