While I agree that certain plot points were dropped or changed, Lalo being the biggest victim of this as he stays a dark figure for way longer than is neccessary.
I think Baku giving the membership to Kaji was just him stacking another plan. Kaji acting as the face makes it easier to avoid his life being collected before he can aquire enough capital and/or dirt on the cops to force them to fork over all the juicy karamete info.
This changed when Leader barged into Kajis hangman game and Baku was forced to test out if Leader will actually collect his life. After surviving that Baku then instantly starts to gather low value gambles to get a "natural" introduction to the police alibi gamble.
I'm pretty sure Kajis place in the plot never changed, Baku picked him up precisely because he could tell from how he told Baku about the machine having a big win coming up that he would be an extremely loyal ally. Baku however could not predict that just by giving Kaji a (relatively) less toxic enviroment to grow and nurture his skills that he could actually at the end of the manga stand shoulder to shoulder with Baku.

He knows his limits, he tries to be tactical in fighting, he doesn't whine and when Leo betrayed him he never sits around and whines about it. I think it's the only arc that hasn't improved for me on a re-read. I don't care for Voja/Hachina's fight, Gackt was doing a lot of heavy lifting and Lacy's art is the real pillar for me.

That's a nice way of putting it. Baku's always had that predatory side but he never does display the honor/trust with Leader that he does with Kaji or Kyara. I just realized, Captain Lacy's final bullshit move would have been a lot more "tasteful" and ambiguously legal if he had simply used the main controls to cause the entire ship to suddenly rock to the side (perhaps by bumping against the port), leading to the same outcome of Gakuto not pressing the cell where he wants.
