The close up shows those two eyes having different shapes. And the one that goes up to Saion looks like its the same shape as his Underworld Eye.

The lack of any magic or divine Eye is a bit sus to me, considering how insanely valued and important it is to the Empire.Hell, in a world with all this funky magic bullshit, he could be a genetic clone of Saion.
