Naruto is absolutely very emotionally intelligent and was able to tell Sakura's feelings for Sasuke in Part I on two occasions and he was already willing to accept it then Sakura would never like him (when he saw her hugging Sasuke after Tsunade healed him and when she begged him to bring Sasuke back), and he could clearly tell her confession to him was bullshit. He also very clearly understood that Hinata had confessed romantically to him, hence his shock. It would have unironically just been better to have a serious of OVAs of Naruto's awkwardly taking Hinata on dates as encouraged by Sakura because he found it awkward to do anything about it when she confessed, without having any need for action to carry any romance. Certainly better than "Naruto was absolutely retarded all along and doesn't understand romantic love (which he clearly did when speaking about Kushina and Minato's relationship) so he needed to see her memories to get it".
