She basically has a 50% chance with her current setup at like level 50? I'm sure there's one more rank of Cats Paw/Angel's Blessing that she'd be able to hit around level 100 that pushes her close to a 75% chance.

From what we've seen the other two skill lines tend to be pulled from a weighted pool based on your class. There are skill books any class can use to replace either of their non-class skill line. A particular class utilizing particular skill lines with particular gear is a build.Some skill lines have tiers, which mainly seem to determine the cap on points that can be applied to them, which if upgraded will retain any points already spent in them. Points spent in a skill line that is later replaced, are lost forever.
