In this case, it also seems the backgrounds themselves didn't have as much effort put into them, compared to, say, the characters. A lot of the time, they appear to be (traced-over?) photos. I'm nowhere near an expert on this stuff, though. The chapter cover here >>291435982 stands out because it's much cleaner.
