Most cultures had initiation rituals designed to traumatize children into society and if they couldn't conform they were simply abandoned. Fairy tales such as Father Frost preserve this, where the good child accepts unjust punishment and the bad child is killed for acting selfish. Civilization operated on such slim margins it couldn't afford feeding bodies that wouldn't play along. Of course the modern age is far more lenient and parenting like this beyond reprehensible but it still happens. Maybe it's our primitive brains, or maybe it's a cultural inhumanity where we look the other way when people are clearly suffering under the weight of it all. It's no coincidence Teppei was abandoned in a public place full of happy families ignoring the crying kid.
