Intelligence is also fairly obvious here, you can't expect someone like Garf to become a Keikaku Master like Roswaal or even Subaru (who needs multiple loops to figure out how to progress because he is way too emotional and, dare I say it, human to not be ruthless and logical).

Killing Rom would also make Felt even more belligerent, leading to a higher possibility of her death and the loss of Volcanica as support.Not killing Otto as soon as he started to take action is probably the worst instance of Al's no-kill rule fucking him over (and it's why Yae was so insistent on Al breaking it in that case).
