Sandro could exploit the ambiguity of the hooded characters. If he feels like it, he can have the hooded characters be super important characters from the past we haven't seen in ages and use them to create slack-jawed reactions. Sandro plans nothing. So having these characters be hooded up allows him to have things both ways.

For example, the entire first chapter with Fei talking about the ancient assassin is just Sandro throwing out mystery boxes and stalling to see how the audience would react to this. It had zero relevance to any subsequent chapter or to Terashi's character in general.
