>>291612420It does indeed say that, but everyone with a functioning brain cell knows that at that point, Toriyama had ceased giving a fuck about making logical sense out of power levels or keeping track of their progression. The fact of the matter is, Goku himself says that he's no match for Super Buu (both before absorbing any fighters AND after he loses them), utterly shits himself when he finds himself facing off against Buutenks even with SS3, and Buuhan is even more powerful than that. Yet he goes toe to toe against Kid Buu, and is even confident he could beat him if he could just muster enough power. It just comes down to the fact that Toriyama chose to make the climax of the series be a fight with characters that were far less powerful than the peaks established through Gotenks, Ultimate Gohan, and especially Vegeto, but since it was the climax, he still felt the need to frame Kid Buu as somehow being "the most powerful" of all of his forms, even though it made no sense. It was Toriyama sacrificing consistency and coherency for narrative.
