Kishimoto himself knows that what Madara did was bullshit, it was already established that losing your eye means losing your kekkei genkai as shown by Izanagi and Izanami requiring you to swap eyes or have hashirama cells to heal your used up eye otherwise you can't use the sharingan, how does that draw back even make sense now if they can use their abilities without the eyes?
In Sarada gaiden Sasuke pretty much had to wait for his rinnegan to get its tomoes back for him to use Susan again and in the movie when Momoshiki's rinnegan is stabbed it's treated like he can't use that shit anymore, Kishimoto clearly realized his mistake.
