It took a high level jonin elder from Suna with decades of fighting experience and a Sannin disciple to beat Sasori.
It took two very high level jonin who would both eventually become Hokage and a couple chunin assistants to beat Kakuzu.
It took another high level jonin genius to figure out how to beat immortal Hidan and seal him away.
It took a high level young jonin with Uchiha wank/hax to beat Deidara (who captured the Kazekage alive in his own village on his own) and even then, Sasuke was pushed to the extreme/brink and barely got away from Deidara's C4 nuke.
It took illness and mercy for Itachi to die to Sasuke, who would've easily murked him if he actually wanted to kill Sasuke in a serious fight and not just play around with him to test him/push him for his brother's growth and protection.
It took almost an entire village to counter-plan against a weakened version of the Sage of Six Paths with the Pain puppets + one of their strongest jonin/Kage level characters learning Sage Mode to even stand a chance.
It took a Kage-level jonin with the strongest non-Sage wank/hax taijutsu to beat Kisame, who alone was going toe to toe with one of the strongest jinchuriki of the shinobi world.
It took Uchiha wank/hax and narrative progression to kill Konan, who actually did excellent prep analysis on her former boss.

None of the Akatsuki were small fry or were ever treated as such when it came to the story and plot. Each of them were main antagonists in their own arcs spread throughout Shippuden.
