This show had no good female characters. Karen was the closest to being one, but the series tried too hard to turn her into a fanservice doll, much like Yoko from Gurren Lagann.

I like Shirley...Probably in my like top six at most (Kallen > C.C. > Cecile > Kaguya > Cornelia > Shirley)but she's cute and hot (and annoying yes but so is Usagi) and Code Geass benefits a lot from having a completely normal person involved in it. Most shows would have that be Lelouch but if that were the case it would be completely unremarkable garbage instead of epic glorious garbage. Maybe you could've had more depth with her relationship with Lelouch if she didn't really disagree with what Zero does on paper (though that would be odd from a very trad member of a military family) but becoming personally involved with it but that's already the conceit of the entire show and Suzaku so wanting to fuck him isn't too bad by itself.
