I'm assuming this is because the lack of restrictions on the characters makes them more difficult to focus on, with the exception of references to Wolfes for Kakashi and monkeys for Hiruzen. Compare them to a character like Jiraiya who isn't given titles around knowing a bunch a jutsu but is shown to use a much wider variety and much more interesting toolkit just because his theme is centered around "frog".
