have you looked at the sheer amount of manga being made?
less than 90 percent of all manga are ever translated, official or unofficial
just download a random magazine that's not the weekly shounen ones, and you'll see that in most magazines only a handful are translated. some weekly shounens like champion also have most of the manga untranslated
not to mention the ridiculous amount of web manga on random readers
