Stars had a bit of a licensing issue for all countries and took a while longer to get aired world-wide. From what I heard about it, it's because it was technically not part of the same series, unlike the other series, but a separate trademark for TOEI (see also: The different intro/theme song). So the foreign broadcasters didn't just get the rights to it as part of their prior deals and had to negotiate new contracts. The US broadcaster never did. Whether the Starlights contributed to that decision, no idea. Possible.

Crystal 1 & 2 are making sense design and animation wise especially when each sailors are holding their pen based on their personalities.
