I assume the reason is that toei probably has a contract that requires them to make an anime with the dragonball ip within a certain timeframe, or else they risk losing their cash cow. The IP's rights situation is kinda tucked with how the Manga and videogame rights are handled by other companies, leading to weird legal shit like not being able to use blck freeze in the videogames.
