I have a problem with the bald Mikaboshi. According to the flashback in chapter 72, we see Uruha and (possibly Samura) defeating and holding two Mikaboshi (possibly Guardians) captive. So, if it turns out that he is hiding his face from the Mikaboshi but not from the Japanese, that would seem inconsistent, unless he was hiding his face during that fight too. But then, what would even be the point?

Nah I think he was plenty involved in the war. He's just built differently than Samura and Ibuki. They thought they were tougher (especially Ibuki) than they really were and as a result the genocide mindbroke them. Meanwhile Akemura possesses an unwavering resolve and genuinely believes he did the right thing even if everyone else around him thinks what he did was wrong. As for why that is it's probably a combination of thinking the Mikaboshi as a group are inherently evil, thought they were still a threat to Japan and would attack again in the future, and he held a personal grudge against them because they killed Chiaki or at least got her killed.
