Yuri always got around this fact by just focusing on the romance aspect of the relationship and not on identity or social issues, most yuri works won't even say words like gay, homosexual, lesbian or even acknowledge the characters are in fact only interested in girls or not. It really goes down to whether the reader or watcher wants to see girls kissing or not and most people don't. But that said, last years we are looking at a large increase in the yuri audience and how much money yuri is making for publishers, it's getting very obvious that yes it will always be a niche market but not an irrelevant market.
