Zabuza was treated as this super hardened bloodthirsty mercenary who thought all Shinobi, including himself and Haku, are tools, but right before he dies, he acknowledges how much he cared for Haku and realized that they might be more than just tools. Then, Orochimaru gets introduced, and, unlike Zabuza, he actually has 0 qualms about using the people that look up to him as pawns or doesn't even care when they die for him or when he kills them for his experiments.
