Do publishers not ask authors for a script or at least some kind of plan for a serialization before greenlighting it? Sure the first few chapters were good, but then the writing became utter ass and it was clear the author had no idea what to do next.

According to bakuman they do. Not only that they need to be 3 weeks ahead on finished chapters, like 10 or so ahead on storyboards, and the have regular meetings to discuss the direction they want to take the series in. Basically every week so they can always react to consumer feedback.
