Is this air purifier filled with nicotine stains salvagable or is it trash? Will it filter its own toxic gas out with the new filters I bought for it or will it be toxic regardless?

It just needs some cleaning, if you changed the filters, you are ok. You should still clean it to make the new filters last longer.
