I lived below this and did some rabbit hole on what you should do.

Unless you are really sure someone is going to die, or its a child, do not call the police. (Unless you live somewhere they actually do shit).

Typically what happens is the police show up, everyone acts like nothing bad happened, the police cant do shit, they leave, and the abuser is enraged now. Statistically this is when victims are most likely to be killed/injured.

The victim in the situation youre hearing has every ability to take responsibility for their own situation. Its not on you. What you CAN (and should) do, is next you see them alone, ask if they need help. If they say yes, do what they need. If they say no, carry on.

So to sum
1. Theyre an adult and are kind of in their own mess and have all the power to deal with it themselves, they just wont for some reason.
2. You calling the police actually more likely will escalate the situation than fix it.

A lot of people, for whatever reason, don't believe men can be abused during a relationship. Emotionally, physically, pr sexually, they have it in their heads that the guy is just into that.
It's fucked, but a lot of dudes suffer in silence.
Anyway, not a lot you can really do. Police can't do anything unless the person being abused presses charges. And if that happens, 9/10 times the person abusing them is back out the next day.
If they're being abused, they're probably not in the mindset to do anything for themselves. Part of the sucky psychology of being human. Maybe write him a note saying what was happening was wrong and that he deserves better. But maybe not since if she finds the note she will 100% escalate.

This dude clearly doesn't need to be here.
His emotions are too big, he seems on the edge of something bad.
Maybe he is unstable I don't really care it's unimportant.
She taunts him, follows him when he tries to get space and dismisses his pain.

I don't want the cops to fuck up his life but also I don't want a random guy to suffer because some bitch is abusing him emotionally and I don't act.
