Biking can be good fun, at it gives you solid cardio if you end up with a sex partner. Small investment up front then pretty much free

If you have colleges/universities in the area check out their clubs. For me Ggames club was a lot of fun; they might not be the best at socializing but you can definitely make friends

Actually, I wanted ideas of things to do right now since it's Saturday afternoon where I live and I don't have nowhere to go nor anyone to see. But I'll go for a run and get some cardio done like you said. I liked the idea of buying a bike, although I never learned how to ride one (which may be even more of a reason to get one).

So I could read this question two ways.
1.) Either you have a life and just want cheap entertainment in your downtime.
2.) Or you want to live somewhere where you don't need money.
For 2, you need some money for everything. Even a hobo or homeless man needs some money. People in ancient times used money. The best you can do is cash-lite. Work hard for a few years and then buy a home in a distressed area outright. These houses will either be seriously rural or chock full of negros. Pay your property taxes every year and you have a place to live.
For 1.) Fun to me doesn't take much. I bought a $500 ebike that folds and I drive it around my area Once a week I will drive somewhere (an hour away max), and then bike around for 30 miles, do some window shopping and just explore new areas. Take advantage of public amenities like parks and trails. People watch.
Walking is also a fun time and costs little.
Usually these adventures will run about 6 hours of exploration.

And I will also say if you are low income, you can usually get into museums and similar for like $1. If you want to go to state parks, you can usually check out a pass at your local library for free. Malls are fun to visit as are antique stores.
History is everywhere. Go read some plaques and learn about your city.
Really explore your city. There is usually a lot going on under the surface that most people gloss over.
Find interesting people and practice your conversational skills.
