The only way the hair could get thicker and darker is if the hair is growing differently at the roots. Shaving doesn't reach that deep: there's no way to affect the hair roots by cutting the hair at skin level. It can make the hair seem thicker in the short term, because short hairs are less flexible than long hairs - in the same way that a long twig bends more easily than a short one. And hair often does get darker and thicker with time ANYWAY, and in the past this was often wrongly put down to the effects of shaving. But it's not biologically possible for shaving to affect hair growth.
