How should I setup my apartment as a dude in my mid twenties? What's a tasteful way to decorate without going overboard? Any rules to follow?

Don't think of the ideal situation, think of how you actually live. If you're like me, you take of your shirt and throw it aside, you don't pull out a laundry basket from a cabinet and put it there - so in order not to have a floor full of dirty laundry, the laundry basket has to be in a place where you can throw your clothes into it as soon as you take them off. Always have enough space so that you can easily reach everything with the vacuum cleaner. It needs to be EASY to clean because you're not going to be in your ideal mood for cleaning when it's time to do it. You want to be able to seat guests without having to improvise, it's good if you can have five guests over for a total of six seats. The bed is preferrably not a seat, I can't say if it should go above your kitchen or not. If your fridge starts humming in the middle of the night, put the bed as far away from it as possible.
When it's time for decorations, have plants and candles, it's generally easy to clean and makes your place less of a bachelor's nest. https://en.wikipedia dot org/wiki/Dracaena_trifasciata can be put in shady parts of the room, and https://en.wikipedia dot org/wiki/Tradescantia_pallida can survive in bottles of water. Go to an antique/vintage shop and ask if they have posters/paintings or know where you could buy them (side quest: banter for 5/10/15 minutes with the staff about decorating your new place, it trains social skills). Only buy things that you yourself like, not that other people like, but also try to avoid manchild stuff. I have posters of the original Star Wars trilogy rolled up in my attic. I might have a place for them someday but not now.
Finally, aim to have enough floor space to do burpees comfortably. This also serves as a safeguard against clutter.
