Should I start talking to random people? I feel like my social circle has become stagnant, and to add to that I pretty much only ever see girls that I'm attracted to in passing. And I hate dating apps. So should I start talking to randos (M and F) on the street, getting food, in the library? What topics should I talk about?

If you are a salesman that is a risk you have to take. Shit, people who do Uber, Doordash, and deliver pizzas take that risk all the time. I will tell you one thing OP, that I wish cops had told you, most people who commit crime are nonviolent. In this day and age it is more conventional for a criminal to steal your online identity to steal your money than it is to do the risky thing with a gun and knife. Hell most drug dealers are laid back, as they aren't this super violent person. If I was on Reddit and a teenager I really think teens should know not to dehumanize people. Police should make sure of that too. Now how can you avoid violent people? Don't be an arrogant asshole. Arrogant assholes are literally the first people who get shot. A tall guy who belittles a short guy too much is easily the first person who gets shot. Added never ever act like you can beat someone up as 5 people can outpower you as can 1. If you have been on your ass on a computer all day I'm sorry, but everyone can kick your ass. Now how can you handle a situation where you talked your head out of your ass? Distance yourself from or in terms of the conversation distance yourself. Reassure too. Now does this mean you let yourself get trampled on? Man, look at that squireel in your backyard can you grab that squireel even though it is weaker than you? No. Likewise avoid situations like that squireel. Shit ain't the movies someone could fucking shoot you. If it makes you feel better you should pack a pistol if need be. However if you go looking for trouble instead of avoiding it a judge is gonna slap you with a 2nd degree murder charge. Most of all use your head.

Definitely. "Don't talk to strangers" is context specific, and was appropriate for a little kid which, presumably, you are not, and, in certain public places where the hazards are obvious.
