It is perfectly possible to learn music at your age (or much older). It will take a lot of work on the very basics, like the little kids in movies and TV playing boring scales on the piano. And without a parent leaning over you and making you practice, you're going to have to have a lot of determination and discipline.

Go find a local music scene and start going to shows, and get to know musicians. You can find venues on Instagram, there's also a forum called Freakscene that can help you find venues. If you want to learn guitar then learn how to play simple chords. With two hours a day you could be good enough to play within four months. That should be enough if you wanna join a punk band and just make shitty music and have fun.
I can't recommend joining a diy scene enough

This is how I learned to play the piano. It's free and it's easy to learn. Idiotproof. People keep asking me if I took piano lessons. It's amazing.

this idea that only children can learn instruments is a 19th century holdover from a time when ones access to musical instruments and musical pedagogy really was determined by their caste in life and the circumstances of their birth, as only the heirs of aristocratic bloodlines would have access to a good piano or violin teacher. it's difficult to challenge these long-standing assumptions about talent and ability partially because there isn't enough research done on it and partially because at the end of the day one has to take the plunge and find out for themselves whether they hold true, which takes courage and determination. nobody can reasonably say what you want to hear: 'yes, everyone can become a prodigy if they try!' - rather than making yourself believe something is attainable by unexceptional people, you have to actually believe for once that you are exceptional. when we speak of prodigies it's really this skill alone that they've perfected. they instinctively believe they're exceptional because, well, they started so young after all, therefore they practice, they work harder, because they have a clearer idea of their own potential and are beyond all self-questioning about whether it's 'possible' for them to get better, they're in a different headspace and that's the main difference that lets them achieve higher proficiency not some biological turbo boost they got because they were young. i mean there certainly is a biological aspect but it's not divorced from the spiritual and/or psychic aspect that conditions us in one direction or the other and thus determines the biological development of those faculties in question going forward...
