The last job she had was working in a kitchen with a terrible staff that actively would insult every person who was in there behind their back and bullied her personally while all she did was keep to herself and do her work. Not sure what your mom’s background is, but as obvious as it sounds I’d say to look into anything even remotely similar to what she’s done in the past. Like others have said, any sort of hospitality or service job will be looking for workers. Office assistant work or office admin work maybe? Town clerks office? Really any sort of front end office/customer service role. Not hard on the body and rather mundane. Some technician jobs like Ophthalmic technician or Pharmacy techs usually don’t require a ton of experience and might completely train you for it while paying decent too. Hoping the best for you and her, I understand how financial tough it can in these hard times.
