If no ICE message, then I'd post a free ad on a local classified ads for your area and say contact me(you) to identify. Where I live we have a free country wide classified ads site that is a well known marketplace that has a lost and found section. I'd try that for a bit before handing it into a local police station nearest to where you found it. But it depends on how big your area is. In a big city, the closest cop shop may be a long way away. Not so where I live for example. Apple phones too can be remote locked and bricked. I don't think that contacting Apple and saying you have found a lost phone will get you anywhere either...I dunno, I don't Apple. If anyone is reading this and hasn't already, make an ICE message for your lock screen. It can make a big difference if you lose it.
