What are the best free upscalers for low quality JPG/JPEG images like pic related. Something that will increase size and improve image without sacrificing the image's art quality. I suppose they offer save formats, should I save them as the same format or pick something else for the download like PNG. Or should I convert the images to other formats and then upscale.

It seems I need to increase size so I can then fix any errors the arts may have.
