I've been a NEET for almost a decade and even my new job doesn't require me to go outside
Is it even possible to meet new people at this point?

Same situation here, I've also moved into a different city with 0 connections.
I tried the gym way, I've been going for ~6 months now and met 0 new people.

it is completely possible to make acquaintances but it is not possible to make any deep friendships due time limitations and due to the timing of the friendship itself. You have to had meet the nigga when both yalls was kids in order to have gained extensive knowledge of each other's lives and psyches (to the point where you can both effortlessly coordinate your life activities to get mutually valuable outcomes).
Alternatively, you could theoretically find a platonic soulmate, ie someone who's life coincidentally just so happen to mesh well with yours as if you have known each other for forever, but such rarities, while desirable, cannot be counted on.
Start with your family imo
