I want to go to HR on Monday and ask what I need to do to earn a higher position, and I am freaking out at the notion.

The last time I did this at a job, my supervisor publicly shamed me during a meeting.

How can I word it so I don't sound like I'm demanding, just that I want to be able to earn a promotion,

They would probably just tell you to talk to your manager.

If they really did shame you for bringing it up, then it could be for a few reasons. For example, it could be because they have no intention of giving anyone a promotion and they don’t want yo have anyone thinking about it. It could also be that you brought it up in an inappropriate way. It could also be that you are severely underperforming and your manager wants to put you in your place, although doing so through a meeting is probably not appropriate.

The way it works at my company is the appropriate way, which is this:
Tell your manager that you want a promotion
They tell you what you need to do in what time frame to earn that promotion
It is now up to you to meet that goal

The company should have leveling guidelines that show you
>A. what the expectation is for the level you are at
and
>B. what the expectation for the next higher level is
Your performance reviews should be measuring you against A and provide material for how you might measure up to B. That is the fucking point of a performance review.

My current manager won't talk about it. I brought the idea up a few times and she just changes the subject, I've been doing the same job for almost 5 years. She has mentioned that she doesn't want to lose me from the team.

My old employer hated me, but kept me on because I did good work. When they finally did give me a promotion, my manager's manager had to force her to do it. But she gave me the title and the job responsibilities, on top of running production, and gave her friend the perks and raise.

That's why you're not getting promoted. Nobody who is worth promoting would be doing the same job for five years. People who are worth promoting leave when they aren't rewarded, they constantly switch jobs and have no loyalty to any company unless they are paid extremely well with excellent benefits. You take whatever you are given; you are subservient; you are not worth promoting.

You want promotion or want more money? You want recognition or power? Anyhoo, yo can adjust W4 to give yourself more, and reduce your AGI by investing those winnings and being taxed a quarter on the payoff. Then, you can use that to do more with. I wouldn’t risk going around my own manager without them knowing. Have your manager coach you if possible, and if not, just network within your own team/outside the company if they are holding you back.

I’ve handled situations like this by saying something along the lines of: “I’m really enjoying working for the company, but I’d love the chance to grow more within the team and increase my earnings potential. Based on what you’ve seen, what do you think the path is to get there? Who should I be talking to?”

But when you talk to HR, also mention that your manager won’t properly define or specify what you need to do to get a promotion. Tell them that if your manager is deliberately not promoting you, ask for the specific reasons for the denial.

A reasonable employer should be able to tell you what you need to do to be promoted, or at least tell you why you aren’t getting a promotion. It could just be that your manager is not competent. I’ve seen this happen at our organization. But it could also be that the company is no good. The response from HR should help you determine which it is.

if you work for any half-decent corporation, your performance is being accounted for every month or pay cycle. That means, performance metrics, expectations like >>34094655 said. All you have to do is meet or exceed those metrics and you will get your answer whether or not you will get promoted. HR is only there for conflict resolution, and to protect business interest- not to get you promoted dumbass.

have you been living under a rock the last ten years? If you haven't seen what Generation Z are doing to get better job prospects- they get hired at a different company with a better offer and jump around every year or so because that's really the only way to get a decent salary raise today. There is no incentive to stay at a company for more than a year- any meager salary or position change wont be the same as getting hired somewhere else at that higher level. Also, this should be in /biz/ not here.

Was in the same situation a few years ago. I asked about coaching and my boss bluntly told me I was not going to be promoted, and then they had the gall to punish me when I started to do the bare minimum until I quit.

I risk losing pay if I decline responsibility. If they don't drop my wage, they would lower how much I get in raises when they come around.
