>had girl over for dinner and movie
>have dinner
>good vibes
>sit together on couch
>shoulders touching / light arm contact
>she doesn't lean in or anything but doesn't move away
>nothing else happens

I've been friends with her for a while so this is new. If this were a first date with a new girl I'd probably start by putting my arm around her. But with my 'friend' I'm not sure how I can escalate in a smooth way. I'm seeing her again next week.

How can I tell if she's open to more? And how do I make a move?

If you've been friends for a while, she isn't. If she were, it would already have happened by now. The only possible exception to that is if you're both single now, but that has never previously been the case.
