Is it a red flag if the apartment building I'm interested in has cameras all over the outside and hallways of the apartment units?WITH signs posted on the outside that say the place is being watched by cameras?

Or maybe also for imaginary security purposes to give that impression to tenants and maybe ask more for rent because of the higher perceived value.But this applies to first world countries.
