If I call someone and it rings 3 times before going to voice mail, am I blocked?
I have an iphone and the text messages for this person are blue still. I think she turned off red receipts though because my messages say “delivered” instead of “read”

If there's a voicemail message of her voice, you are not blocked. But iPhone messages will show delivered and she will just never get them even if she unblocks you later.

I’m not sure. We were on good terms but she slowly started ghosting me. She was going through something juggling school and her job and may have thought I was stringing her along and blocked me. Her tone never changed though, so I can’t tell if she got upset and blocked me. She moved away recently, maybe back home with her mom, which leads me to think she had a mental breakdown or something. I’m worried and lonely and just want to see her again.

last time I called her number it gave me the “sorry the number you are calling could not be reached” message and then gave me the option to leave a message on her voicemail. I’m pretty sure this would happen if you called my number too though because I never even set up my voicemail.

Most phones wait 6 or more rings before voicemail, to give her time to answer. They jump right to voicemail when there's already a message stored, which tells the phone she didn't answer that one and probably won't answer this one.

I’m not sure about that because it’s given me that message before when I’ve called other people and they just didn’t pick up. It may not have been that exact “the number could not be reached” message but I don’t remember because it’s been a while since I last tried calling her.
The last time I did I called once and got three rings before going to voicemail then I tried again two days later using *67 to hide my ID. Same thing happened. She might have just had her phone on do not disturb
