yes? what do you plan to do once you’re there? where will you stay? where will you work? $400 is like no money and with art your skills and portfolio matter a lot more than your degree. i think you have a better chance of starting your own business than you do getting a job, but i’d do that from home if you can stay where you are.

Even budget motels cost over $100 a night. Meanwhile, if you DO find someplace cheap to rent, you'll have to put up 3 months rent in advance before moving in. And we haven't even begun to talk about eating.
