Maturity level is dependent on two things: lived experience + mental cognition. If both OP are of sound mind, there is no issue unless he is dating (or trying to date) someone with down syndrome.

And even then, you can take a 18 year old and they may be more mature than a 22 year old. Because if that 18 year old has lived a fuller life (been through more interpersonal experiences, good and bad, travelled more, saw more and internalized and processed more) then they will be more mature than the 22 year old who by comparison may have just spent most their time indoors playing videogames or doomscrolling. Or you can have a 25 year old who mogs a 50 year old in maturity.
