Every language has its music, the natural melody of ordinary speakers. Most non-Germans find the mix of strong consonants and forceful emphases of German sound harsh. French's rolling Rs and softer consonants sound more pleasantly musical.

It's also partly that some countries in Europe have a long-standing reputation for being places that, culturally, put more emphasis on romance and sex than others. Britain is a fairly uptight country, sexually speaking, and the US is even worse. France has always been much more relaxed. Adultery is practically a national passtime in France. A lot of classic works of erotic literature were originally written in French. Blow jobs essentially didn't exist in England until World War I soldiers started getting them from French hookers. (To this day, if you go to a hooker in England, a blow job is referred to as "French"). French men and women have a reputation for being glamorous and romantic. It's just a sexy place.
