How do you develop the mental ability to block out sound from your consciousness?

And no, I need to be able to do this without physically blocking my ears with earplugs or headphones.

I used to be able to do this as a little kid for a few seconds, but now that I'm an adult, I can't do that anymore. I've tried for years but failed.

How come when I'm asleep or half a sleep, I don't hear anything that's happening around me until I fully wake up?

You don't "always" hear about it. You occasionally hear about it. It requires a type of neurodivergent brain that you don't have.

Erm, because you're asleep. Obviously falling asleep will make you less aware of external sounds, but you don't block them out entirely: a loud sound will wake you up. But, you know, if you want to deal with noise by falling asleep, go for it.

Yes, that's what I'm talking about. Obviously you can't sever the connection from your brain from your ears. But the mind has the ability to IGNORE the physical stimuli. And that's what I'm trying to tap into.

I've heard of yogis or monks who spent years meditating and training their minds to the point where they could do extraordinary things like slow down time in their minds and think fast and block out sound from their consciousness as they reach a trance like state... I want that. So many practical productive things I could do with mental powers like that.

What you say is odd, but I believe it possible. However it's not all psychic like you think.

When you fall asleep something alike happens. Your eardrum tenses so sound muffle and you can focus on sleeping. If you're half asleep and waking, you can listen your bedroom's fan go from sea breeze to thunderstorm to rain to fan. When you have hypnagogic sleep paralysis, you could listen booming thunderclap in your ears and shout without hearing, that's your eardrums having spasms.

Try gulping saliva to get your eustachians to open and close, maybe you will feel your eardrums and find a way to tense them consciously.
