If they are only slightly visible then perhaps they don't know what they're doing, if they're super visible then yes they do know what they're doing. Also depends on the climate. In a hotter climate showing more skin is just the more practical, comfortable thing to do. In a colder climate though there's no excuse. Also sometimes clothes can ride up and move around when walking. That can also be taken into account.
