"in" in English is often used loosely in a way that doesn't literally mean inside something.
For example, I can be sleeping IN lion territory.
I can be sleeping IN grass. I can be sleeping IN dirt. Yes, it should technically be ON instead of IN but that's English for you.
I can see how real observation of ostriches lying with their head on the sand looking like they're dead could turn into "ostriches playing dead with heads buried in the sand".
From a low angle at a distance it could even look like the ostriches head is underground due to how small the head is compared to the body.

Mares as an example DO abandon their foals when they don't smell like them and WILL adopt the foal of another mare if it is scented with the adoptee mare's urine/feces.
So it's entirely conceivable that a mare could reject its own foal if it smells strongly of human.

Sticking your head in the ground literally means putting your head underground, not laying it on the ground
The ostrich myth is that they stick their head in the ground, as in bury their head underneath the ground
The myth probably originated from ostriches foraging near shrubs, with their little heads it could give the appearance their head "disappeared" underground when observed from far away
