Call me a retard if you want, but I don’t understand why we couldn’t genetically engineer human-sized praying mantises with at least simian-like intelligence.
Is it a lack of technology, willpower, funding, or all of the above?

Because they have a completely different way of breathing air then anything of that size. The largest land dwelling creature insect like, the coconut crab, freeze in a completely different way than any other insect or praying mantis. The coconut crab is much more efficient at taking in oxygen, but still is unable to reach even human height.

There are a few problems
1.we must find the genes that allow insects to become more intelligent because our nerves system and genes are so diffrent
2. The problem with molding...it takes lots of energy and it the exoskeleton has to be even thicker everything it molds because of the square cube law....more mass.more pressure more muscle more "bones".
3.oxygen.insect nether have lung nore a closed vascular system so a very ineffective way of getting the oxygen to muscles and organes
...they basically only have tunnel that lets oxygen diffuse to them until it reaches an organ.
