Expired food can be full of bacteria. Most of it's probably ok but yeah the quality would vary wildly.
Who is transporting the food? The shelter has to go pick it up or the store has to send a guy in a truck to drop it off?
Who preps all the food for the animals and makes sure they aren't about to eat an avocado or raisins? Now you need another shelter employee to sort and prep food for the animals.
