Most farms either just throw the chicks straight in a grinder or gas them with CO2.
Since demand for whole freeze dried quail chicks probably isn't high enough to have a dedicated mass freeze drying set up at a hatchery, it's more likely that the dog food company bought chicks that had already been gassed and freeze dried the corpses.
