Because for most bears the vast majority of their calories come from plant material and as such they taste breddy gud. Bears are also big enough to be very useful - lots of tasty and useful fat, warm pelts, organs that can be re-purposed (bladders, gallbladders, etc.), strong bones and badass-looking teeth and claws for decorating objects. They're also relatively easy to bait and generally much less cautious than animals that are habitually on the menu for other animals.

Fun fact: in Alaska you have to harvest the meat from bears hunted in spring but for bears hunted in the fall (after they've spent all summer pigging out on salmon) the meat is so foul that it's considered inedible and harvesting it isn't required.

Baiting prey animals is illegal in many states because of how easy it is, bears are comparatively hard as fuck to bait.

Also fall bear in Alaska is only really bad if it’s coastal. The blueberry bears that everyone sings the praises of are fall bears, just not coastal bears eating dump trucks of rotting post spawn salmon carcasses.
