Its the second most important belt in the company, it doesn't need a "reason" to exist other than creating more hype for who holds it. The NEVER title spent many years just being the belt of upandcomers/people that will never make it big so it can't be the second in importance. Want to delete a singles belt? Do it with the US belt, luckily they were smart enough to send it to the US since it was pointless in Japan.
