There is bound to say some clause somewhere that says something like "If this could lead to the harm of living people", or "If this affects national security", or "If this jeopardizes existing operations run by the Intelligence agencies", or "If this information is deemed relevant by a court martial" or whatever.This is why the documents are released in batches over the years - and some 'batches' are fake because they are previous batches with different combinations of redactions.The ultimate rule at play here is probably "Nothing will be released to incriminate living individuals in the deep state".
