Space on those early Famicom carts was very limited. None of the games that have 16kb PRG ROM even have full scrolling, they're single screen or else only move one screen width.

I think DK Jr had a better programming team on it. Also it's worth noting that Nintendo did not have the arcade source code because Ikegami owned it, not them (there was a later lawsuit over that).

I think it was just a shitty port job and not done very efficiently. Those home computer ports had less space because they also had to fit the graphics in the ROM while the NES had a separate graphics ROM.

The Famicom actually had more because the separated graphics ROM so you didn't have to put graphics in the main program ROM and could fit more game logic or other shit in there.

Cartridge based game consoles usually used graphics compression of various kinds and on the 16-bit consoles it was near-universal due to the large size of tile sets. A SNES tile set was 1,000 tiles and 32k of space while a NES one was only 256 tiles and 4k of space.
