Okay, so long story short, my neighbors are extremely loud, and my landlord won't do anything about it. I'm thinking about buying fart spray and dumping it on their car. The only problem is that CCTV cameras cover the area. I don't want to physically confront them because they protect each other, and they would notice if a camera was broken. I was wondering if there are any CCTV camera jammers, but it seems like those only work for Wi-Fi and IP-based cameras.

You can use infrared LED lights to blind cameras. They are invisible to the naked eye, but to the camera you will look like pic related.You can find lots of different products online that do this or guides to build your own.
